I think you should take two Solicitud de Arbitraje (whatever that is) one against Tien 21 and another against the delivery people.
I think i mentioned this earlier but you have now confirmed Tien has an out because of terms etc.
I always thought in this case that the key is arrangements between Tien and carrier arrangement the key.
I be abit like you i will go all the way if i think i am right....

Good point re contractual arrangements between Tien21 and carrier. Will bear it in mind when I complete the forms

Solicitud de Arbitraje, as I understand it, is a method of obtaining an imparcial judgement on a consumer dispute. It is free and the forms can be filled in on line with a digital certificate
