?Is one taxed on income or property value ... or both ... when one becomes resident here in Spain?

The tax is on your Spanish and worldwide income from whatever source. Second properties, whether in Spain or the UK, are subject to imputed income tax unless they are rented out when it is on the actual rental income.

Your habitual residential property in Spain is exempt from imputed tax.
