Forgive me if I'm missing something.
You ask can you run "Win 10 Build 1903" but you say you have "Operating System Windows 10 Home (x64) Version 1903 (build 18362.267)" installed.
So you should know if you can run it, I assume you are using the "Operating System Windows 10 Home (x64) Version 1903 (build 18362.267)" system to post this message?

Looks like you have it running.........4GB memory is ok for light work... depends on you usage.
The 24GB SSD should be setup as cache.
Sounds like another successful 1903 upgrade.............

I am running Windows 10 Home (x64). I normally use Skype, Dropbox, Office 365 ,Firefox & Chrome,Mailbird for Emails as well as Corel Phaintshop Pro x7 . Should I install another 4 Gigs of Ram to be on the safe side of things.

As you have available memory slots........yes ,will make for smoother running ,especially if you run all your programs at the same time.
Simulating what you run on my system I'm using over 4GB...........my custom system has 16GB .
