As far as I'm aware they're classed as bycycles, they are a good number of them here in Las Palmas, you don't need a helmet, licence or insurance.

If they are in same category as E-bikes where assistance is limited to 25kmph.........
" you don't need a helmet, licence or insurance"............need a helmet for cycles out side of towns......on this side of the country.
Just spent a week in Gran Canaria................some great cycling especially in the Central area...Santa Lucia
