European Accident Statement

Having had to deal with a scuff on my car from an unknown contributor I decided to take a look at the European Accident Statement. At first glance it looks a good idea with the different boxes to tick. Not much space for any details of people who saw the accident. What bothers me is that throughout my time driving in the U.K. I have always been told never to admit any blame at the scene but by signing this document, which I believe is compulsory, I am potentially agreeing to the other driver's account?

It states on the form:

Must be signed by BOTH drivers
Does not constitute an admission of liability, but a summary of identities
and of the facts which will speed up the settlement of claims
