Tolox PGOU

Can anyone help me, I am trying to obtain further information on the Tolox town plan. I purchased land up there four and a half years ago, after being told that the land was to be urbanised. (Must have left my brains on the plane). Well after visiting the plot fairly recently I was horrified to find that the plot below mine, has took it upon themselves to build a road through my land. I have visited the solicitors and they have told me there is nothing that they can do unless I denounce this person. Unfortunately I do not have the 5000 euros to do so. Has anybody got any advice please !!
