Malaga Ayuntamiento have been trying to sell 12 parcels of land since 2008. They have permission to build a house on them. Despite several auctions and reducing the price each time no punters. Most are in Puerto de la Torre.

Sorry Sid but these days in Andalucía you can get an AFO (Asimilacion Fuera de Ordanacion) Which gives you the right to all the normal services if they are within easy reach of the property.
There are many people in the Almanzora Valley that have worked hard and donated lots of euros to get their basic rights

The new AFO law only applies to existing illegal buildings after a period of something like 6 years assuming that they have no existing proscriptions against them issued by the town hall. It certainly does not apply to a new build on a rustic plot with no building permission, which is what this thread is about.

The problem is one of "Administrative silence"; after six years (currently proposed to be eight years) these illegal builds become "recognised" unless someone has taken action against them. Near me they are still building without permission and unless a neighbour puts a denuncia then these illegal builds will be sold on to unsuspecting buyers.
So the OP talking about buying a parcel of land leads me to think that whoever buys one will build on it and so the cycle will continue
