I have not personally re-registered a car, so am not really qualified to comment, but I think the potential problem arising from registering on the padrón unless you are already a tax resident is very real so should be avoided if at all possible.
Just a thought: as a property owner, rather than presenting the escritura with all it's superfluous pages, perhaps a certificate from the ayuntamiento stating that you are up to date with your IBI contributions would suffice? I had to obtain such a certificate (it doesn't appear to hava an official title) when selling our property a couple of years ago and I just happened to come across a copy of it today. It struck me that most of the funcionários working at Tráfico probably wouldn't know the difference between this and a padrón certificate anyway; in fact, if you told them it was a padrón certificate, chances are they'd just believe you! At the end of the day, they're looking for some proof of address presumably, and this certificate certainly shows that.
