Isolation valve

I think our poor water temperature in one room is caused by the isolation valve not being open fully. However when i try to open it further, or close it, i found it seized. I know the simple of /on one's used for washing machines etc are easy to replace as they screw into an in line housing. Does anyone know if the bigger screw in/out type are mounted the same or normally part of the pipework.

Without actually seeing the valve it is difficult to say and there are few different models.
Post a picture of the valve using something like https://postimages.org/

Ok so you are talking about the flow rate control valve and not an isolation valve.
Without digging out the surrounding plaster/ cement/ tiles it is impossible to know how the valve is connected.
However you probably can undo the hex nut, with the water turned off at the main, and extract the control part.
If you can give it a good clean and check that the spindle turns OK.
