Floors or walls? Indoors or out?

As long as the old ones are still solidly stuck to the surface you will be ok

We have had varying degrees of success.

More recently we used - clean tiles, brush pva solution and use swimming pool tile adhesive ( from memory about 6 euros a sack). Works great for floor tiles.

Had less success on wall tiles in a bathroom which ended up held in place by physics rather than glue. Had to dismantle, clean, score the old tiles and use pva and pool tule glue. Still fine ten years on in a damp environment that gets full sun so has big temp range.

Given time again , I would knock off wall tiles . Floor tiles would do same again.

It's definitely acceptable to tile over existing tiles. However, it's extremely important that you consider the condition of your existing tiles and this will determine whether or not it will be fine to tile over!
