Obtaining the S1 in Place of Private Health Insurance

I have been told that whilst applying for the NLV as pensioners, we can use the S1 as proof of insurance when we attend the Embassy for our Visa. I have enquired at the Overseas Healthcare Services and all they are asking for is an exact date when we will be moving to Spain (within 90 days of the application) before we can apply for it.

Have other people done this as it seems previously you couldn't apply until you were in Spain and then needed Private Health Cover in the interim to obtain your Temporary Residence Visa ?
