Hob Extractor Hood

House is upside down so living and Kitchen are "Upstairs"
The outlet for the Hood is 5 or 6 meters above ground.
Earlier in the year we had a pair of sparrow like birds that built a nest in it and bred twice.
The first was a failure but the second was fine and they all fledged.
The nest was then abandoned.
Recently it has become reoccupied but not the same birds, these occupants are active at night.
There is no discernable activity during the day.
I'm wondering where to turn for assistance to clear them out and disinfect the pipe.
I went to the Town Hall today but after a 45 minute wait and still second in line I gave up.
