Plus valia (in Murcia)

Our house is on the market, hoping to return to the uk. As pensioner resident taxpayers I understand we are not liable for capital gains tax, but what about plusvalia? As far as I can establish the rate in our municipality is 3.5% for ownership of over 5 years but under 10, and bears no relation to values of purchase or sale, just the cadastral value? Our latest IBI bill (paid September) gives this as €67347. If we are liable, would this be a cost of €2020?
As an aside may I warn others to be wary of estate agents who say there will be no fees or commission due from us as the buyer pays. What this means is that an offer they passed on to us for e.g €170000 bears no relation to the selling price as the agent’s fees would be added to that, so we would only find out true figures at the notary…no control over negotiations as we do not know the figures being put forward.
