What are the costs, legal necessities and paperwork needed to own and use a
touring caravan in Spain?

Be very carefull if you buy an ex english owned van as 25% of vans checked recently were stolen in the uk. It is possible to run a hpi check the same as you would with a car. Check the vin has not been tampered with. Caravans have paperwork the same as cars.

Re: Buying a used touring caravan
Caravans manufactured after 1992 will be on the C.R.i.S database which is held by HPI at Salisbury although some insurers are now requesting that a caravan be registered on the database before cover is given so earlier vans are now being recorded. In the late 90's early 2000's the 17 digit VIN together with being stamped into the 'A' frame, will now be etched into all windows and therefore only those will have the required registration document dispalying the 17 digit VIN.

Another thing is that a caravan built for the uk market will have the door on the nearside, allowing safe exit when parked in a lay-by for example. The door would open onto the road in Spain.
A bit obvious but I thought worth mentioniong.

When I buy a caravan it will be one already registered in Spain.

1 What does "mentioniong" mean?
2 It's also scary in a side-car if you come from the UK.
